Neil Morgan is a highly experienced property litigation and social housing lawyer.

Over the past 20 years, he established and managed the property litigation team at a major tier 1-ranked regional firm, handling numerous high-profile and high-value cases. Consequently, he has built a strong reputation for delivering effective results in complex property disputes.

Widely recognised as one of the leading social housing lawyers in Wales, Neil has over 30 years of experience in the field. He has founded specialist, multidisciplinary teams aimed at the public and social housing sectors, pioneering the delivery of innovative and effective solutions for this market. For example, he led the first in-house anti-social behaviour team in a UK law firm. 

In addition, Neil consistently receives recognition from the leading legal directories for his expertise. He is a skilled advocate, a trained mediator and was appointed as a Deputy District Judge in May 2020. Furthermore, he serves as a  board member of a housing association and Chair of its Development and Asset Management Committee.

Neil’s an experienced trainer and set up and chaired one of the largest housing management course in Wales over many years.

He acts for private and public sector clients, including housing associations, developers, commercial and residential landlords and pension funds. His clients span the housing, retail, food and drink and media sectors.

  • Acting for the Secretary of State for Trade and Industry/Companies House in defending a £3.5 million dilapidations claim by the landlord of one of its storage facilities, a case won by a margin of £3.25 million, which also went to the Court of Appeal on the question of costs
  • Acting for a national house builder in defending a village green application, a case that went to a public inquiry followed by a High Court case, which was won based on a little-known statutory provision
  • Acting for a registered social landlord in defending a claim for damages of around £1 million brought by a national developer over a boundary
  • Advising a football league club on onerous restrictive covenants affecting its proposed new stadium
  • Advising on the business tenancy aspects of a catering contract for the Principality Stadium
  • Successfully representing a private individual in a two-week Lands Tribunal case relating to a piece of land in the Gower
  • Acting for a private members club in defending a landlord’s claim for a substantial rent increase
  • Representing private individuals in defending a claim by their sibling for a share of the proceeds of land sold to a national house builder, a case settled by mediation
  • Advising/acting in numerous contentious housing management cases, including cases involving injunctions, possession, demotions, rent arrears, rent increases, succession, assignments, service charges, rights to buy or acquire, falsified tenancies
  • Advising on non-contentious housing management matters including drafting tenancy agreements, notices, policies and procedures and best practice
  • Defending several registered social landlords in complaints made to the Public Ombudsman for Wales
  • Representing local authorities and registered social landlords in defending housing disrepair claims
